Also,
on a certain level of the hierarchy, how would the users reorder peer items on
the same level (under the same parent item). Currently it seems to only allow
you to move and item to another parent and then add the item to the end of the
list of other child items.

The PRO version supports three different drag-n-drop
modes

           
move as child

           
move as sibling

           
complex ( combine previous both)

The standard version supports only “move as
child” mode
