Block time with no restriction

I want to block time but with no restriction. For example, I want to differentiate the working hours (9am - 6pm) from the rest and scroll to the 9 am when loading day view.

How do I achieve it? Thanks for any help!

and scroll to the 9 am when loading day view.

Be sure to check scroll_hour option as well.
