I work for the state government. I want to use some DHTMLX components in some web applications. The websites will be on the public domain and are not for profit. What license is required?

Lin, you can use the Standard Edition of the DHTMLX components for free under GNU GPL v2:
gnu.org/licenses/gpl-2.0.html

If you want to use the DHTMLX components in a non-open source, non-GPLed projects/applications, you need to buy a Commercial or Enterprise License. Please find the licensing and pricing info here:

Usually we do not provide a discount for non-profit organizations.
