The root item of your toolbar menu item (language) is not expanded, so its child item cannot be “clicked”:

The default option lies in the collapsed items. So I hope it work right after the toolbar loaded.
Is there a workaround to fire the button in the collapsed items?
If the item is inside of the collapsed node and is hidden at the moment it cannot be “clicked”.
What result do you expect to get? it is better to execute the needed action directly in this case instead of simulating the “clicking” the item to provoke that action.
It will work in this way, backup plan for the last, though not very naturally in my scenario.
