From where is the html content for row is generated?

I know how to add a new user to the scheduler but i haven’t been able to track the html content of the generated column of a user in the scheduler.
I want to make only one row accessible to the user where he can make changes but other rows he can see but can’t edit or delete.
i am new to this all…
please help.
