I just self practice up to HERE , then no data is loaded

if i direct run the contacts.php (http://localhost:8080/dhtmlx/contact_manager/data/contacts.php)
and it show me this error below

SQLSTATE[HY000] [2002] No connection could be made because the target machine actively refused it.

thanks i manage to solve it, is due to database connection method i use, the sample code here is not working with my machine, so i need to do some changes to make it work
