I have a file on my hard drive ie c:\tmp\test.gif and would like to know if Vault offers any functionality in order to add this file in the Vault file list when the Vault window is loaded?

No, it is not possible to add one file by default. User must choose a file manually, they call this browser security.
But we have a signed Java applet which can do this work for you. Just remember, to run Java applet in a browser, you need a Sun java plugin be installed.
