When working in an html Frameset, with the dhtmlxMenu in a frame near the top, it will not display the outside the frame.
Is there perhaps a setting for this?

There isn’t a way to show menu from one frame over another one.
Menu subitems can be displayed over the iframe if the menu is placed in the main page:
