scheduler download without localization files?

the help-page says

Common locale files reside in the scheduler/sources/locale/ folder;
Recurring locale files reside in the scheduler/sources/locale/recurring/ folder.

but there are no such directories in the scheduler you download;
where could I download the localization files?
