Does scheduler recognize what timezone an event was created in?

For example, if I create event A in Pacific Standard Time on the first of March, and then I opened that event from a computer in UTC time, will the scheduler know that UTC time does not apply Daylight savings, therefore it will respect that the event was created in a timezone with Daylight Savings, and the scheduler would adjust the time of the event -/+ 1 hour on March 8th (2015) for the UTC user (since event was created in a TZ with DST, the UTC time of the event should move).

If the scheduler does not do this, has anyone had any success on a workaround?

You can force scheduler to save all data in UTC time. In such case it will be converted to the user’s timezone after loading from the database, and time for each user will be a correct time in the local timezone with daaylight saving applied
