Tooldtip on click event instead of mouse over

Hello,
I want to accomplish the task as per screenshot attached herewith.

I want to display tool tip on click event instead of mouse over.
Also let me know when we mouse over on eventbox tool tip it should persist even after leaving mouse from eventbox.
