The Standard edition of dhtmlx components can be used on a web site under GNU GPL. If your web site comply with the terms of GPL, you can use the components on it.
Generally this is quite complex legal question, but this means that if you are using GPL-licensed components, your application (Web-site) must also comply to GPL terms, i.e. you need to be ready to deliver source code of your application (open it) on demand (if someone will ask you for it).
